Most mid-market teams adopt Microsoft Fabric, expecting the platform to handle the heavy lifting. That expectation makes sense. One unified capacity, one admin layer.

A single place where data engineering, warehousing, BI, and real-time analytics run together. The consolidation payoff is real, and the platform’s capabilities are strong.

But Microsoft’s own maturity model places most new deployments at Level 100, marked by undocumented practices, tribal knowledge, and no coordinated governance.

Fabric gives you the foundation. The operational discipline to run it at scale, which includes cost attribution, monitoring, governance, and admin coverage, has to be built.

In this edition, I will discuss where that work is most often left undone and what you can do about it.

Shared capacity is efficient. Knowing who’s consuming it is a different problem.

Fabric runs all workloads — data engineering, warehouse queries, Power BI reports, and real-time analytics — from a single shared CU pool.

That architecture is what makes it efficient. But when three teams share one capacity and costs spike, the bill registers the total. It doesn’t tell you which workload, which team, or which pipeline caused it.

Microsoft’s capacity planning documentation recommends maintaining a 25 to 50 percent buffer for peak usage, which inflates cost before any attribution question is even asked.

The Fabric Chargeback App, the platform’s built-in answer to this, remains in preview as of July 2025. It refreshes daily, not in real time, and automated pipelines or service-principal operations may appear under a single “Power BI Service” identity, limiting attribution. When an operation isn’t associated with a user, the report displays the username as “Power BI Service.”

Microsoft guidance encourages organizations to establish showback or transparency models when full chargeback isn’t yet feasible.

What can you do

Start with a workload map. Identify which teams and pipelines are running on your shared capacity and what their CU consumption looks like over a 30-day window.

Separate high-frequency, predictable workloads onto dedicated capacities where clean billing justifies the overhead.

Where full chargeback isn’t yet achievable, build a showback model that assigns a team to each major cost driver — a finance leader who can see that 60 percent of CU consumption traces to one pipeline is in a very different conversation than one looking at a single platform line item.

The platform evolves every month. The question is who in your org is responsible for keeping up.

Fabric’s administration typically spans tenant, capacity, domain governance, and workspace levels. Each requires working proficiency across the Fabric admin portal, Microsoft 365, Purview, Entra ID, and administrative APIs.

Microsoft guidance encourages organizations to establish central governance teams or Centers of Excellence to coordinate Fabric administration and best practices.

At mid-market scale, those conditions are rare. Admin responsibilities typically land on whoever is closest, a senior data engineer, a BI lead, or someone already carrying a full primary workload.

What monthly updates cost teams without a dedicated owner

Fabric publishes features and change updates across all workloads every month. Some are additive. Others introduce new behaviors, preview runtimes, or documented issues.

Microsoft maintains a running known issues log listing active bugs and limitations across data engineering, data factory, and Power BI workloads.

Fabric Runtime 2.0, currently in experimental preview, exposes Spark 4.0 and Delta Lake 4.0 capabilities that teams must evaluate before adopting in production.

Each change has a resolution path, but getting there requires someone whose job it is to track what changed, test the fix, and coordinate across teams before the update reaches production.

What can you do

Assign a named Fabric admin with the monthly update review as a standing responsibility. Before each release, that person should scan release notes for deprecations, behavior changes, and known issues relevant to your active workloads.

For changes with fixed deadlines, treat them as production migrations and scope, schedule, and track them accordingly.

Teams that absorb platform administration informally tend to discover the cost of that decision through incidents, not planning documents.

Fabric gives you monitoring building blocks. Production observability is what you build with them.

Fabric provides several monitoring surfaces, including Monitor Hub, the Capacity Metrics App, Workspace Monitoring, and workload-specific telemetry.

Together, they give teams a working view of pipeline runs, capacity consumption, and workspace-level activity. For teams in the early stages of adoption, that coverage is genuinely useful.

You can see what ran, what failed, and how much capacity a workload consumed over a given window.

Where that coverage runs out

Monitor Hub displays only the 100 most recent activities within a 30-day window and lacks native alerting capability.

The Capacity Metrics App provides a 14-day compute window with 10 to 15-minute data latency and explicitly does not support alerts. Microsoft directs users to use a separate tool for that.

Spark diagnostics primarily provide telemetry for Spark workloads rather than other Fabric engines, meaning pipeline runs, dataflow activity, and warehouse queries have limited equivalent coverage.

Microsoft documentation notes that monitoring capabilities are evolving as the platform matures.

What can you do

Audit what your team is actually monitoring today against what production operations require.

If your current setup relies exclusively on native Fabric tooling, map the specific gaps: alerting, cross-workspace correlation, pipeline-level diagnostics.

Then, extend into Azure Monitor and Log Analytics for workloads where native coverage runs short, and define alert thresholds before a degradation event forces the conversation.

The goal is to deliberately build on Fabric’s monitoring layer, so visibility doesn’t depend on someone manually checking Monitor Hub after a business unit reports a problem.

Most teams plan to set up governance after adoption. That window is shorter than it looks.

Fabric includes domain workspaces, role-based access controls, and Purview integration — all functional, none active by default. The configuration work falls entirely on the organization. One detail most teams discover late: Microsoft’s documentation states that domain assignment does not affect item visibility or accessibility.

Access control depends on workspace roles configured separately. Sensitivity labeling requires additional Purview licensing. There is no native data quality module and no automated governance enforcement built into the platform.

What happens when that setup gets deferred

The Forrester Total Economic Impact study of Microsoft Fabric, based on interviews with organizations using the platform, analyzed the financial and operational impact of consolidating analytics workloads into a unified environment.

When governance setup is deferred, those weaknesses get inherited by every team and workload that goes live before the model is in place. Access spreads beyond intended boundaries. Dataset ownership becomes unclear. Data quality issues surface downstream, in reports and decisions, rather than at the source, where they are cheapest to fix.

What can you do

Assign named domain admins and configure workspace-level access controls before additional teams go live on Fabric.

Map which datasets carry sensitivity requirements and prioritize Purview licensing accordingly.

For your highest-stakes datasets, define freshness and completeness standards before those datasets feed anything business-critical.

Most Fabric deployments reach production before the operational model catches up. That gap shows up as an unattributable cost spike, a breaking change nobody caught, a report built on data nobody owns.
